Committee told state did not permit fishing pier; members consider asking commission for clarity

A committee member asked why the kayak-launch project documents do not identify a fishing pier, saying residents had read descriptions that mentioned fishing. Jamie Perkins, the city’s community services director, said the design has not materially changed but "the state did not permit a fishing pier," and the project is therefore not described as a fishing pier for permit purposes.

A staff member explained that permitting was only one component: the city commission would also need to authorize fishing as an activity in that location. He told the committee that the city generally prohibits fishing along the seawall by ordinance because of environmental and maintenance concerns, and raised operational questions — cleanup, fish carcasses and potential interactions with open-carry rights under recent court decisions.

Perkins said the kayak-launch master plan adopted by the CRA originally included fishing-pier language but that the Water Management District and other approving authorities did not approve that language during permitting. She offered to provide the permit documents at the next meeting or by email.

Committee members recommended bringing the question to the city commission so the public can see whether commissioners will authorize fishing at that location. Perkins said she meets with the commission as the agency and can place the item on the commission-agency agenda at the end of the month if the committee desires.

No formal policy change or vote occurred at the steering committee; staff offered documentation and next steps for commission consideration.
