The Village of South Barrington Board of Trustees on April 11 approved a broad set of contracts, ordinances and resolutions covering personnel, public safety, infrastructure and procurement.
The board approved Warrant Run #1 for $58,236.25 and Warrant Run #2 for $250,508.38 and accepted the Statement of Revenues and Expenditures and the Detailed Balance Sheet as of March 31, 2024. Mayor Paula McCombie opened the meeting at 7:06 p.m. and the board approved the minutes of the March 14 meeting.
On personnel and labor matters the board approved a Resolution to enter an employee leasing agreement with MGT of America Consulting, LLC for Village Administrator Robert Palmer for FY 2024–25 (motion carried; contract not signed at meeting because it had not been provided) and adopted a Resolution amending salary and hourly wage ranges for non-union village employees beginning in FY 2024–25. The board unanimously approved a collective bargaining agreement with the Metropolitan Alliance of Police South Barrington Police Union #180 covering May 31, 2022–April 30, 2026.
On public safety and equipment the trustees approved a resolution authorizing use of Flock Group Inc. system technology and ratified an agreement with Porter Lee Corporation to purchase an evidence system including installation and training. The board also adopted an ordinance authorizing the sale and disposal of surplus personal property.
On finance and operations the board approved acceptance of an insurance proposal from Arthur J. Gallagher for FY 2024–25 (pending attorney review), adopted an ordinance amending the village code section on late payment penalties, and approved amendments to certain sewer and water utility rates. The board opened a public hearing on the preliminary FY 2024–25 budget, invited public comment and, receiving none, closed the hearing that same evening.
On procurement and services the board approved an agreement with 7 Layer Solutions Inc. for email migration, a professional services agreement with Gewalt Hamilton Associates, Inc., adopted ordinances to purchase computers and peripherals and to purchase phone hardware and service, and approved an agreement with Bayless Communications, LLC for communication consulting services.
On public works and environmental protection the trustees approved a resolution for treatment of ash trees in the village, approved a repair agreement with Phoenix & Associates Inc. for swale and slope erosion at Village Hall, and accepted a proposal from Sheaffer & Roland Inc. for a Source Water Protection Plan.
The board accepted multiple Architectural Control Commission recommendations to approve permanent signs, exterior updates and a patio for businesses in the Arboretum of South Barrington and approved publication of the Official Zoning Map dated Feb. 17, 2024. The board also directed the Plan Commission to draft an ordinance regarding boat storage and referred a variance request to consider solar development on the decommissioned landfill at 541 East Mundhank Road and a referral for AC Power LLC solar development.
Resident Al Saller asked the board to arrange a clean-up near Route 59 and Bartlett Road during the public comment period; no other public comments were recorded. The meeting adjourned at 8:40 p.m.
