Mayor Edwenna Perkins and the Village of Maywood Board of Trustees voted down an ordinance to approve a redevelopment agreement with Maywood Equity Group, LLC (associated with Xsite Real Estate) for the southeast corner of 1st Avenue and Ohio Street (221 North 1st Avenue). The motion to approve the ordinance, moved by Trustee I. Brandon and seconded by Trustee M. Jones, failed 3–4.
The board held a Tax Increment Financing (TIF) public hearing ahead of the vote. Developer representative Mr. Walsh made a brief presentation about the project; Village Attorney Michael Jurusik summarized the redevelopment terms and Business Development Coordinator Angela Smith reviewed staff recommendations. Residents questioned the proposal during the public‑hearing period and the developer made a final statement before the board voted.
The ordinance would have authorized a redevelopment agreement covering construction and operation of a commercial building with a drive‑thru and related site improvements, and attached exhibits included a legal property description, preliminary and final development plans, a 2009 Illinois Environmental Protection Agency “No Further Remediation” letter, a real‑estate sales contract and a list of prohibited uses. After an initial motion to move the item to closed session to discuss price was withdrawn, the board proceeded to an up‑or‑down vote.
The roll call on the approval motion recorded Ayes from Mayor Edwenna Perkins and Trustees M. Jones and A. Sanchez; Trustees I. Brandon, K. Wellington, M. Lightford and N. Booker voted Nay. The motion therefore failed and the redevelopment agreement was not adopted.
The board did not adopt an alternative proposal at the meeting. Village staff and the developer were directed to continue discussions; no formal direction to staff to negotiate revised terms was recorded in the minutes. Next procedural steps were not specified in the meeting record.
