On March 3, 2025 the Altoona City Council awarded contracts for the Olde Town Plaza and Spring Creek turf replacement, approved site plans for a Chase Bank redevelopment and a new Public Works facility, and adopted a multi-item consent agenda that included pay apps and event permits.
The City of Altoona Council on March 3 voted to approve multiple construction contracts and development plans, awarding the Olde Town Altoona Plaza project, approving a turf replacement at Spring Creek Sports Complex, and approving site plans for a Chase Bank redevelopment and a new Public Works facility. The council also approved a multi-item consent agenda that included pay applications and other routine items.
Olde Town Altoona Plaza: City Administrator Randy Pierce reported that bids were opened Feb. 26 and the low bid from Concrete Connections LLC was $366,000.00, slightly below the engineer’s estimate of $367,865.00. Council approved the plans, contract (subject to city attorney review) and awarded the contract by roll call (5-0).
Spring Creek Soccer Park turf replacement: City Engineer John Dostart reported the low bid from Midwest FieldTurf (Denison, Iowa) at $441,628.40. The engineer’s estimate was $770,430.00 and the project budget is $600,000.00. Council approved plans, contract and award (motions noted as subject to city attorney review) by roll call (5-0).
Site plans: Shane Devick, representing Chase Bank, presented a redevelopment plan for 3410 8th St. SW; the council approved the site plan subject to addressing listed deficiencies. Community Development Director John Shaw described the new Altoona Public Works Facility at 1511 17th Ave SW; the council approved the site plan subject to deficiencies being met. Both actions passed by roll call (5-0).
Consent agenda: The council approved a consent agenda that included pay applications and change orders (for example: Prairie Heritage Civic Center Plaza Pond improvements change order #1 for $61,040.00; Des Moines Dirt Worx pay application $99,600.38; On Track Construction pay app $40,851.73), acceptance of an easement for $1.00, a quit claim deed, proposals for subsurface exploration at a fire station, a proposal to underground overhead electrical lines along Adventureland Drive, an annexation agreement, sport-facility development and operation agreements, event requests including Prairie Meadows fireworks (July 3, 2025) and a March 29 disc golf tournament, and the scheduling of a public hearing for amendments to the Haines House. The consent agenda passed 5-0.
The council handled these approvals as routine business; most contract awards and approvals were made "subject to city attorney review," indicating final contract execution remains contingent on legal review and any closing paperwork.
