Mayor Lisa Beatty updated the council on Milwaukie Bay Park, saying a long‑running effort to complete the park has again stalled while the North Clackamas Parks and Recreation District continues to refine agreement language. The mayor reminded the council that the Court of Appeals ruled in the city's favor on a decades‑old agreement and clarified the council could vote to leave NCPRD, but she said the council has not taken that step and instead wants to finish the park.
"We are still waiting for the latest round of edits to come back to us, but hopefully... it's coming soon," Beatty said, urging the NCPRD board to return the edited intergovernmental agreements so the city and district can move to construction of amenities the public expects: an amphitheater, nature play area, splash pad and picnic facilities.
The mayor noted the city approved a Metro Nature in Neighborhoods grant application on the consent agenda to help fill a funding gap, and she said county and state funding possibilities are being pursued. Councilors expressed hope that the NCPRD board would conclude its review quickly, and staff said they remain optimistic but expect the district may seek rehearing at the state Supreme Court.
Next steps: staff will continue negotiations and report back; council urged the NCPRD board to return final edits so the city can complete the park.
