"This is actually the first step in a two part application process," Brillio said, adding that staff can withdraw if circumstances change.

One councilor asked whether the sewer line relocation would fall on the city; another councilor reiterated that, per prior project team discussions, the project team has remained in agreement that the sewer line relocation will not be borne by the city. City staff confirmed the application is intended to keep options open while the city and project partners continue negotiations.
A councilor moved to approve the resolution authorizing the financing application; the motion was seconded and passed by voice vote with no opposition recorded.
