State Health & Welfare staff told the committee on April 9 that a number of RHT procurement notices and grant opportunities are already public and that the department is centralizing announcements on an RHT landing page and through weekly email blasts.
Jill Olsen, Medicaid and health systems director, said the landing page includes the project narrative, a short summary of projects and a public contact form that routes questions to a shared inbox used by the RHT team. "We have an RHT landing page... it has a public contact form, so people can email us," Olsen said, and the team will publish active RFPs there and cross-post departmental notices to reduce the risk that prospective bidders miss an announcement.
Officials listed projects currently posted: a dialysis/ventilator and nursing home project; training programs with Tufts for nursing homes; substance use disorder recovery housing; mobile dental and health care units; pharmacy test-to-treat; and support for a statewide health care delivery strategic plan due in 2028. The team said six RFPs were live at the time of the meeting and that several more were expected in the coming weeks.
On procurement timing, presenters emphasized that bid counts are not visible until an RFP closes. "We don't know yet because they have to close," one presenter said when asked how many responses each RFP was getting. Closure dates vary by posting; the first posted opportunity in this batch had a closing date that week, with others closing on staggered dates.
Staff said they will continue weekly outreach about new solicitations and that the landing page is the central repository for RFP links, narrative materials and instructions on signing up for the email list. Providers and vendors interested in applying were advised to monitor the RHT landing page and the department’s email updates for the most current list of opportunities.
The committee did not vote on procurement items at the meeting; presenters said procurement and award decisions remain subject to CMS approval under the cooperative agreement.
