Advisory council hears county briefing on supported-living rule changes and ODDS input opportunities

Staff updated the Clackamas County IVD Advisory Council on March 23 that Oregon Developmental Disabilities Services (ODDS) is drafting new rules and a rate-setting model for supported living, likely to move services toward a more in-home model and to remove client-liability barriers that previously prevented some people from accessing services.
"We are a little bit back to the drawing board with our bylaws after meeting with PGA," staff (speaker 2) said while describing ongoing revisions. On supported living, speaker 2 said the work includes "developing a new rate setting tool for supported living… moving towards an in-home service" and that brokerages will be able to support people under the new model. Staff estimated some changes could be anticipated in July and urged providers and council members to monitor forthcoming rate-model details.
Staff pointed members to an ODDS information session on April 2 (virtual option available) and noted written input would be accepted through April 20. Tracy (speaker 5) reiterated the Social Services Division’s outreach work and asked advisory members to complete a short mission-and-values survey; staff said they would circulate the link in chat and by email.
Separately, staff warned that the Provider Enrollment Maintenance System (PIMS) and a separate case-management system started as parallel projects; PIMS was paused while the case-management system advanced and there is not yet a defined interface between the two. "They're not as advanced along the process as the case management system is," speaker 3 said, adding that providers should watch for more information as systems are built.
Council members and staff encouraged members to attend the April 2 session and submit written feedback. Staff said they will forward links and keep the council informed of rule and rate-model drafts as they become available.
