Committee advances street‑maintenance, procurement and grant items; public works reports several state approvals

Director Brent Anderson told the Committee of the Whole on March 10 that several public‑works projects and grants are moving forward.
Anderson said the sludge‑heater project at the wastewater treatment plant qualified for a Nicor Gas incentive with a preliminary approval of $68,655 and that the city received a signed IEPA GIGO grant for a detention facility off 7th Street that is 100 percent state funded. "The preliminary approval is for 68655 dollars," Anderson said of the Nicor incentive, and he added that final amounts will depend on readings and measurements after the new boiler system is in place.
The committee approved the 2025 Motor Fuel Tax (MFT) street maintenance program after Anderson summarized the list and its estimated cost — about $1,000,000 — and sought a motion to approve. Alderman Stevens moved to approve and Alderman Peterson seconded; the committee approved the program by voice vote.
Anderson also explained a resolution under the Illinois Highway Code to authorize motor fuel tax expenditures for maintenance from Jan. 1 through Dec. 31, 2025, in the amount of $1,300,000 to cover day labor, overlays, thermoplastic pavement striping and rock‑salt purchases. He recommended the resolution go to the full council; the committee voted to forward it.
On procurement, Anderson described a required certificate of authority for the state's joint rock‑salt purchase and recommended that the public works director and assistant director be authorized to sign contracts and related documents on the city's behalf. The committee moved and approved that authorization.
Anderson also noted routine operational items: branch pickup will begin the week of March 31 and final design and bid documents for the detention facility are underway. Committee action on the street program and procurement items was procedural and passed without extended debate.
