The Senate Appropriations Committee left open a House amendment (c106) that would revert $650,000 from the Department of Corrections' appropriation after Joint Fiscal Office staff warned the funds might not exist at year end.
S4, Joint Fiscal Office staff, described the change as "a house amendment that proposes a $650,000 general fund reversion from the Department of Corrections base." He explained the amendment would revert spending authority from the current-year appropriation but flagged that, because it is a current-year appropriation, the department could spend those funds before year end and there may not be $650,000 available to revert.
Committee members pressed staff on where the money would be identified in line-item detail. S4 pointed members to line B338 for DOC budget details and recommended that, if the committee wants a reliable reversion, it could instead reduce the appropriation rather than rely on a reversion that presumes unspent balances. "If you don't actually formally reduce the appropriation, the department could, in theory, still spend out of that appropriation," S4 said.
Members asked JFO and agency contacts to confirm which line items and carry-forward dollars might cover existing contracts or obligations. The committee left c106 open for follow-up with DOC and with staff to verify whether alternative funding sources were intended in the House construct.
