The ordinance establishes definitions and regulatory language to treat EV chargers as an accessory use and creates a parking‑credit incentive: developers that add EV chargers or provide EV‑capable/EV‑ready parking can receive credit against parking requirements. The provision is targeted at larger commercial and multifamily developments; the board discussed that the credit applies to developments with more than 25 parking spaces.
Board members flagged potential issues with stacking incentives — for example, how bike‑parking credits and EV credits might combine and affect overall parking counts. Trustees also discussed possibilities for future code updates to extend EV charging options (including at gas stations and other nonresidential sites) as the village reviews additional zoning code updates.
President Garvey praised staff work to meet program deadlines, saying the effort to secure Bronze certification involved “a lot of hoops to jump through” and thanking staff for their work on the amendment.
The ordinance was moved, seconded and approved on a roll‑call vote. Staff said adopting the amendment is a first step toward certification and will allow the village to proceed with the EV readiness checklist and future code refinements.
Next steps: staff will integrate the amendment into the zoning code and continue work on items in the EV readiness checklist as part of the village’s participation in the Metropolitan Mayors Caucus program.
