Danbury Board of Awards approves emergency HVAC replacements, vehicle purchases and vendor contracts

Purchasing agent Chip Volpe described item 1 as "for the city of Danbury to contract with Ashbrook Incorporated, to provide the subject services on an as needed basis," and the board voted unanimously to execute a mutual benefit/use agreement under a State of Connecticut contract. The board subsequently took up public-utilities items and approved a $16,433.63 payment to the Housatonic Resources Recovery Association for hazardous-waste collection services.
For a Connecticut Department of Transportation project on South Street, public utilities submitted a proposal from Tatum Howard to provide water- and sewer-utility protection during construction. Staff set the budget at $51,000 and noted those costs will be 100% reimbursable by the state DOT; the board approved the award.
The board also approved a $35,125 contract for Commercial Driver’s License (Class A) training for seven public-utilities employees to New England Tractor Trailer School. Members recorded that the purchase order will not issue until a memorandum of understanding with the union is executed.
On equipment and emergency repairs, the board ratified a $38,461.63 purchase order to Johnson Controls to replace two failed air-conditioning units in the police-department server room. An attendee explained that "if they had tripped off again, it would have become a bigger issue" because short-term failures had interfered with dispatch operations; the board voted to ratify the emergency purchase.
Fire-department requests included emergency replacement of rooftop HVAC units at Fire Headquarters. McKinney quoted $99,960 under an on-call contract; the board declared an emergency, waived formal competitive bidding and approved the award, noting the work will be coordinated with an expected roof replacement and funded from ARPA. The board also approved purchase of a fast-response vehicle body for $137,900 and a chassis for $60,000 from 10-75 Emergency Vehicles under HGAC cooperative pricing; the chassis award was approved pending ARPA approval.
Other routine awards and extensions approved included a not-to-exceed $75,000 purchase order to Tilcon for bituminous concrete materials, extension of annual parts contracts with four vendors for fleet maintenance, and a sole-source assignment to Quality Data Services (QDS) for tax-bill processing (estimated $70,000) on the grounds that the QDS system is already installed and widely used by Connecticut municipalities.
