Planning board approves Chapel family's 5,600 sq ft agricultural building and sawmill at Federal Hill Road with landscaping waiver

The Milford Planning Board on Feb. 17 approved a major site plan (SP2026-01) for the Corey Chapel Family Revocable Trust to construct a 5,600-square-foot agricultural building with a 1,600-square-foot covered sawmill area at 17 Federal Hill Road.
Chuck Ritchie of Fieldstone, representing the Chapel Trust, described the 91-acre property and said the proposal does not increase on-site impervious area; the project will regrade existing gravel and paved aisles but keep existing drainage. Ritchie said he submitted the fire chief's review and a turning template showing a fire apparatus can access all sides of the new building and that sprinklers would not be required.
The board voted that the application was complete, found no potential regional impact, granted a landscaping-waiver request and approved the major site plan. The chair noted alternate members would fill voting slots where regular members abstained.
After the approval a board member asked whether the structure is a private, personal agricultural building versus a commercial operation; members discussed the distinction and confirmed that any commercial change of use would require additional review by the Planning Board.
