The Milford Planning Board granted conditional approval on Jan. 20 to Marmon Utilities LLC (also operating as Hendricks Wire & Cable) for a phase‑2 expansion of its manufacturing complex, after hearing presentations from the applicant’s engineer and ample discussion of stormwater, open‑space calculations and parking requirements.
Chad Brandon of Fieldstone Land Consultants told the board the phase‑2 addition grew from an earlier proposal of roughly 12,570 square feet to about 28,382 square feet after Marmon acquired two adjacent parcels, bringing the campus to about 18.393 acres. Brandon said the addition would be a shed‑roofed building adjoining the main plant and would be serviced by municipal sewer and water; the project includes an infiltration basin, a wet pond and stormwater pretreatment designed to meet state alteration‑of‑terrain standards.
Brandon said the site already supports 166 parking spaces and that the new addition is likely to add only one or two employees because it will primarily house equipment and manufacturing lines. The board had previously discussed parking during conceptual review and asked for a parking‑capacity exhibit. The applicant provided an exhibit showing the site could, in theory, support up to 553 spaces in existing paved areas.
The board voted to grant the requested parking waiver (motion by Tina Filbrick; second by Peter Basilear). After discussing open‑space exhibits, required state permits and other documentation, the board approved the site plan conditionally (motion by Tim Feynon; second by Tina Filbrick). Conditions include submission of the open‑space exhibit tying parcels used in the calculation, required state permits (including any alteration‑of‑terrain approvals) and final plan set revisions noted by staff.
Board members and staff discussed landscaping adjustments required because stormwater practices expanded into previously planted areas; the applicant committed to revised plantings and tree placement on the right‑of‑way and along the railroad buffer as requested in conceptual review. The board also noted the applicant worked with Eversource on utility reconfiguration and will maintain emergency access and truck delivery routes.
The conditional approval allows construction to proceed once the conditions are met and the town confirms necessary state permits and final plan revisions.
