Council approves $200,000 authorization for replacement tractor; swap shop closed pending repairs

Staff requested authorization to withdraw and expand up to $200,000 from the solid waste capital reserve fund to purchase a replacement cab and chassis; the council approved the request by voice vote 6–0–0.
DPW staff described operational limits: the tractor can still move trailers within the yard but is not road‑worthy and requires extensive repair that is not cost‑effective given the vehicle's age. The council acknowledged the equipment's long service and supported replacement to ensure continuity of solid waste operations.
Separately, staff reported safety and structural problems at the swap shop trailer (deteriorated cross members and walls, unsafe shelving) and recounted a near‑miss incident where a falling shelf nearly struck a child. The swap shop was closed pending repairs; staff will bring a presentation with cost estimates and options to the Oct. 9 meeting for council consideration.
Motion to authorize the tractor purchase was moved and seconded and passed 6–0–0. Staff will proceed to secure procurement and coordinate public notification about the swap shop status.
