Pat Rivers, deputy director of Fish and Wildlife at the Minnesota Department of Natural Resources, opposed HF4508 and cautioned the committee that there is "no validated live test for CWD" that would reliably ensure incoming animals are disease‑free. Rivers referenced recent import‑linked detections — including a December 2024 case in Madison County, Idaho — and told members the cost of responding to a new captive‑herd CWD detection would exceed $500,000 for DNR surveillance and testing.
Committee members discussed efforts at the University of Minnesota to develop live tests and the lack of USDA federal validation. Representative Hansen and others suggested Minnesota could consider state validation or third‑party pathways if federal approval remains elusive, but witnesses noted USDA recognition matters for indemnity and federal compensation programs. Representative Heintzeman said the hearing was intended to begin a broader conversation; the committee laid HF4508 over for further consideration.
