Borough attorney: Fair Share Housing Center finds plan 'solid'; Dugan Development pushes denser plan for Pan Chemical site

Borough attorney Michael Pascual reported on recent proceedings related to the borough's affordable-housing plan. He said the Fair Share Housing Center "thought our numbers were good, solid" but requested additional measures the borough could take to address an estimated unmet need.
Pascual said the borough's plan is projected to produce 23 of the roughly 200 units it is expected to accommodate over the next 10 years, leaving an estimated unmet need of 177 units. He said the borough will work with the adjudicator and Fair Share representatives to fine-tune measures to address that need.
Separately, Pascual described a different filing by Dugan Development, the owner of the Pan Chemical site, which the borough views as seeking to overdevelop that property. He said the borough has "told them in very clear terms, we want to see development of that site, but we'll not allow overdevelopment," and noted scheduled court dates in early December.
The attorney characterized the Dugan matter as civil litigation tied to property condition and development proposals and said the borough will continue to defend its development standards. Council members asked for continued coordination with the planner and legal team ahead of the December dates.
Pascual and staff said the municipality will provide updates to council as negotiations and adjudicator recommendations proceed.
