Matt Moore of BikeMN testified in opposition, arguing the bill would treat electric-assisted bicycles differently from conventional bicycles and other small mobility devices without clear evidence that e-bikes pose greater risk. "This bill would burden law‑abiding citizens without addressing the real issue of illegal eMoto use," he said, and warned that variable local rules could create confusion when riders cross municipal boundaries. Supporters cited local government concerns about fast e-bike or e-moto operation in high‑foot‑traffic business districts and said local control would let municipalities tailor limits to local conditions. The committee adopted the author's date-fix amendment and voted to recommend SF3280 as amended to the State and Local Government Committee.
