Summary
The Mendocino County Subdivision Committee approved six tentative boundary line adjustments covering parcels in Albion, Navarro, Potter Valley, Booneville/Ukiah and Redwood Valley and continued one case to May 14 to resolve Williamson Act contract questions. Several applicants appeared remotely and staff noted standard conditions and recording or survey requirements.
The Mendocino County Subdivision Committee approved six tentative boundary line adjustments and continued a seventh case during a meeting in Ukiah. Committee members voted unanimously on the approvals after staff presentations and limited public comment.
Derek Larson, Mendocino County Planning and Building, presented the first item, B20250011, a coastal boundary line adjustment requested by owner/applicant Susan Hoffberg to reconfigure two lots near Albion so that Lot 1 would increase from 1.99 acres to 2.35 acres and Lot 2 would decrease from 1.43 acres to 1.07 acres. Marco Rodriguez was identified as the staff planner on that item. A remote participant who identified herself as Susan Hallmark told the committee she had "just discovered after living here for over 45 years that my house and much of my infrastructure is on my neighbor's property," and the committee had no further concerns before recommending approval to the coastal permit administrator.
The committee continued case B20260001, an application by DFG Real Estate (agent Ron Franz) that would reconfigure two large parcels (proposed Lot 1 about 41.78 acres; Lot 2 about 31 acres), after staff reported the project had been referred to the Resource Lands Program Committee because of concerns about compliance with a Williamson Act contract on one parcel. Committee members said county directors and counsel were still working on a path forward; the committee voted to continue the item to May 14 for further resolution.
Several other boundary line adjustments were approved with standard conditions. The committee approved B20260005 (Navarro General Store Incorporated, agent Ron Franz), which reconfigures two lots in Navarro (resulting Lot 1 about 0.38 acres; Lot 2 about 1.22 acres) but added a recording-clearance condition: the county will not issue final approval until a final judgment is recorded that provides ownership to Navarro General Store Inc.
The committee also approved B20260006 (McGruder Manasian; four-lot reconfiguration resulting in Lot 1 = 9.3 acres, Lot 2 = 3.6 acres, Lot 3 = 27.3 acres, Lot 4 = 67.7 acres). Staff said the Resource Lands Program requested title verification and the committee asked staff to follow up with applicants on that item.
B20260008 (Lazaro and Borer; three-lot reconfiguration near Booneville/Ukiah) was approved with standard conditions; planning and building reported no objections and no applicant representative appeared. B20260009 (Bach and Balesteros) was discussed with applicant Maria Balesteros participating remotely; she said she "just want[ed] to ensure the proposed boundary line adjustment accurately reflects the court order description and can be properly surveyed and implemented." Staff reminded participants that tentative approval requires subsequent survey certification and recording of legal descriptions; the committee approved the tentative adjustment with standard conditions.
Finally, B20260011 (owner Daela Montagna; agent Ron Franz) proposes reconfiguring several lots in Redwood Valley into two smaller parcels of roughly 1.5 acres each and consolidating the remainder into a 56.2-acre lot. Jamie Henry, the staff planner for that item, said the agent submitted a new tentative map that included an access easement between Lot 1 and Lot 2; the committee approved the adjustment with standard conditions.
The committee concluded the boundary line adjustment agenda, had no minor subdivision projects to consider, and adjourned after a unanimous vote. The continued case (B20260001) was scheduled for the May 14 subdivision committee hearing for additional review of Williamson Act contract compliance and related county counsel guidance.
