At the Chatham Board of Health meeting on April 7, Health Director Jim Philbrook told the board that Dan Giuliani at the Massachusetts Department of Environmental Protection reached out about starting deliveries of certified Andreic soils to the Flint Road landfill and that April 21 remained the expected start date. "All of Dan Giuliani at MassDEP reached out to me this morning asking when we were going to get started accepting Andreic soils," Philbrook said as he read a message from Bruce Haskell.
Philbrook said CMG's licensed site professional (LSP) will certify the soils before they are accepted and that DEP indicated it may be on site for the first deliveries to observe the certification process. "He's his LSP at CMG is actually certifying the soil to get it to the point, and then we start accepting it on-site," Philbrook said.
Board members discussed conditions at the site, including recent tree removal and visible steaming. Members noted that grind/chips left on site can be useful for erosion control and that operators often retain such material to stabilize slopes. Philbrook and other members also reiterated that test results and load slips will be retained; Gary (a board representative on site) will collect those records and DEP has requested copies.
The board did not take formal action on the landfill at the meeting; members agreed to stay informed and to have DEP present when the first certified soils arrive. The board tentatively scheduled follow‑up discussion for the May 5 meeting.
