Staff reports OpenGov transition and Walkins Road subdivision preconstruction

At the Nov. 4 meeting planning staff said the department is transitioning administrative approvals and many applications to an online portal, OpenGov, to streamline submissions and improve interdepartmental coordination. Amanda (staff) said the change has already produced fixes and process improvements but also identified items that need adjustment as the new system is rolled out.
Staff also updated the board that the Walkins Road subdivision (off Amherst Road), previously approved and later reapproved, is moving into preconstruction. Casey said the development had been idle for several years after prior approvals and that the original developer and a descendant are now proceeding with utility and road work for additional house lots.
Separately, staff and board members discussed enforcement actions related to missing ADA signage and long-standing noncompliant conditions at a nearby plaza; staff said the town is seeking voluntary compliance with the property owner and occasionally pursues court enforcement when necessary.
