The Merrimack Planning Board unanimously approved a conditional use permit for a home‑based administrative care office at 50 Jessica Drive on Feb. 3, 2026, voting 7–0–0 to grant conditional final approval subject to staff conditions.
The applicant, Vishal Pokhry of Intuiz Life Care LLC, told the board the business will operate as a non‑skilled home care agency providing administrative coordination only: “This is for only the administrative part, and the office will be used, for administrative purpose only. There won't be any client visit or anything,” he said, adding that partners will work remotely and that one partner would visit the home-office only a few times per week.
Board staff reiterated that, but for the presence of one employee visiting the site, the use would typically qualify as a level 1 home occupation and be administratively approved. Cassie (planning staff) explained that the presence of the occasional employee moves the proposal into the level 2 threshold requiring tonight’s public hearing, and said the drafted approval letter includes a condition that the applicant obtain a letter of permission from the wastewater division before final approval.
A board member asked whether caregivers would need to come to the office for training; the applicant said no, training can be provided in clients’ homes and the business will not provide nursing services or regular client visits. With no members of the public speaking, the chair opened and then promptly closed the hearing before the board voted.
A board member moved to find that the application meets applicable regulatory requirements and to grant conditional final approval subject to the conditions in the staff memo dated Jan. 2026; another board member seconded the motion. The board voted in favor, 7–0–0. Staff told the applicant the board will issue a decision letter and that final approval will follow after the wastewater division’s permission is provided.
The approval allows the business to operate an administrative office at the listed residence so long as the conditions in the approval letter — including the wastewater division correspondence — are satisfied. The board did not authorize signage, client visits, or on‑site nursing services as part of this approval.
