Staff previews updated subdivision ordinance and flags potential change to general-plan policy discouraging gated communities

At the end of the April 8 meeting staff provided several administrative updates: an updated subdivision ordinance will be before the commission at the next scheduled meeting, City Council members discussed potential edits to general-plan policy LU78 (which currently discourages gated communities), and staff invited commissioners to an open house on a pending annexation project.
A staff member (speaker 6) said the subdivision ordinance revision has been in preparation with a consultant for much of the past year and will be on the commission agenda at the next hearing. The same staff member told commissioners that the City Council "expressed that they would like to not discourage gated communities," and that staff will return with a policy update on that specific general-plan element rather than a wide general-plan rewrite at this time due to staffing and budget constraints.
Staff also introduced Mia Merrick, who will shadow planning commission duties and observe the commission’s work. Lastly, staff announced an annexation open house at the Team Center the following day (noon–2 p.m.) with an opportunity for public comment and written input.
The commission adjourned and will reconvene on April 22, 2026, at 6:30 p.m.
