Kosciusko County commissioners reestablish bridge fund, authorize $250,000 TIF transfer to Claypool and approve routine contracts

Kosciusko County commissioners voted to reestablish the county's cumulative bridge fund at a rate of 10¢ per $100 of assessed value and approved an interlocal agreement providing $250,000 in Dreyfus TIF funds to the Town of Claypool for a sewer project.
At the start of the meeting a commissioner explained that the county annually reestablishes its cumulative funds and that the bridge fund rate "will be 10¢ per $100 worth of assessed value," a measure the board approved after a short public hearing with no comments. The vote was carried by voice vote.
County attorney Ed Ormsby read an interlocal agreement and resolution authorizing a $250,000 transfer of Dreyfus TIF allocation to assist Claypool with debt service on bonds issued for sewage-works projects. "Therefore, the county hereby commenced to provide $250,000 of funds to the town from existing funds captured from the county's Dreyfus TIF," Ormsby read during his presentation. Commissioners approved the agreement; the recorded outcome at the meeting was two ayes and one abstention.
The board also approved routine county contracts and items presented by County Administrator Moshe McSherry, including renewing the mowing contract with Turf Master (no per-mowing price increase reported) and a maintenance contract with Anderson's for planter and bed clean-out around the courthouse and Justice Building for $15,009.25 for 2026. Both contracts were moved, seconded and approved by voice vote.
Other actions
- Area Plan Commission recommendation: the board approved vacating a 16-foot right-of-way in the Lakeview Park plat after a petitioner said a garage occupies the right-of-way and a survey showed it lies within the easement. The planning recommendation was moved and approved.
- Emergency management: the board authorized President Connolly to sign a commitment-to-participate agreement with the District 2 Healthcare Coalition to maintain county participation in regional preparedness and to access federal preparedness funding.
- Bids: county staff opened two bids for a Community Crossings matching grant for Armstrong Road and Packard Road; one bid from Brooks Construction was recorded at $1,606,528.23. Commissioners took the bids under advisement pending verification of figures.
The board recessed with its next regular meeting scheduled for April 17 at 9 a.m.
