County rejects digital key-control bids for jail after both bids deemed nonresponsive

County legal counsel told commissioners that two submitted bid packages for a digital key control system at the Oak Creek County Correctional Facility failed to meet bid requirements. Counsel said KeyTrak altered bid requirements and did not sign the required non-collusion affidavit; ECOS similarly modified bid requirements and did not include a bid bond or certified check with its submission. Because both bids were found nonresponsive, the board voted unanimously to reject all bids and instructed the sheriff's department to proceed as appropriate under law.

Why it matters: Rejection of both bids requires the sheriff’s procurement team to re-solicit or pursue alternative procurement options consistent with public-bid law. Counsel indicated the decision was based on responsiveness to the documented bid package and legal requirements.
