City accepts Davis County funding for three pedestrian crossings with rapid flashing beacons

The City Council approved an interlocal cooperation agreement to accept Davis County funding for three pedestrian crossing improvements, including rectangular rapid flashing beacons (RRFBs) and audible components at selected intersections.
Public‑works presenter Lloyd (speaker 8) described the RRFBs and how push‑button activated, high‑visibility LED beacons increase driver awareness at crossings. He said staff provided generous cost estimates to the county and that the county granted the city until June 2029 to complete the work. Lloyd discussed specific locations and design tradeoffs, including retaining left‑turn movements at two 500 South crossings while placing a refuge island and enhanced crossing at 4th North and 2nd East.
Council asked whether audible pedestrian signals were included; Lloyd confirmed audible components are part of the planned installations where appropriate and said staff will investigate upgrades at other intersections and coordinate with UDOT for state‑controlled signals. The council approved the interlocal agreement by voice vote and asked staff to coordinate design, schedule and budget as part of the FY2027 process.
What’s next: Staff will finalize design details, confirm whether the county will allow scope adjustments without reducing the award, and include the work in next year’s budget.
