Delhi Township awards sidewalk contract to Lopez Concrete and orders construction at several properties under postponement agreements

On March 17 the Delhi Charter Township Board awarded the 2026 Sidewalk Improvement Program to Lopez Concrete Construction, LLC, authorizing the Township Manager to execute contract documents for work up to $163,600. The program covers ADA ramp replacements, infill of sidewalk gaps and a homeowner 50/50 repair match program (board packet shows up to $20,000 in match funds allocated).
Treasurer Tom Lenard moved the award and Trustee Matt Lincoln seconded; the motion passed by roll call vote 6–0 (Trustee DiAnne Warfield absent). The Board also reviewed staff recommendations on sidewalk postponement agreements and directed the Township Manager to provide written notice requiring construction for six properties with previously recorded postponement agreements: 2663 Eaton Rapids Road (Liber 2923, Page 822), 2631 Eaton Rapids Road (Recorded document 2011-038467), 3550 Pine Tree Road (Liber 2840, Page 445), 3440 Dunckel Road (Liber 2884, Page 293; Legacy Parkway frontage only), 2050 Washington Road (Liber 2752, Page 781; Washington Road frontage only), and 1868 Holloway Drive (Liber 3199, Page 806). The Board authorized staff to release postponement agreements where sidewalks or trails already exist (including the former Chilsom Hills golf course on Washington Road, 3380 Pine Tree Road, and several N. Cedar properties).
The engineering memo and bid tabulation in the packet identify Lopez Concrete as the low responsive bidder (total bid $149,630) and recommend a unit-price contract with maximum contract amount up to $163,600 to accommodate actual quantities and homeowner participation. Staff advised the Board that the sidewalk program would begin in April subject to contract execution and scheduling with property owners.
Next steps: the Township Manager will notify affected property owners, finalize contracts with Lopez Concrete, and proceed with construction and ADA ramp work as budgeted.
