Delhi Township adopts two park grant resolutions, pledges $400,000 match for each project

The Delhi Charter Township Board of Trustees voted unanimously March 17 to approve two resolutions authorizing grant applications to the Michigan Department of Natural Resources Land and Water Conservation Fund for park improvements at Valhalla Park and John Taylor Memorial Park.
Parks and Recreation Director Troy Stowell opened a public hearing and described each proposal. The Valhalla Park application seeks $400,000 of a planned $800,000 project that would fund a half-mile trail loop around the pond, an 8-foot floating boardwalk segment, a universally accessible fishing pier, a steel picnic shelter overlooking the pond, interpretive signage, recycled-material benches and site furnishings; the township would commit $400,000 in matching funds. The John Taylor Memorial Park application requests $400,000 toward a separate $800,000 project to add accessible concrete pathways from the parking lot to new features, a picnic shelter, a new playground, a vault restroom, a scenic wetlands overlook and an enhanced entry sign; the township again would pledge $400,000 in match.
Nick Wallace, a landscape engineer with Spalding DeDecker, provided an overview of the proposed scopes during the public hearing, and the public hearing record was closed before the Board voted. Trustee Matt Lincoln moved to adopt Resolution No. 2026-003 to submit the Valhalla Park application; Treasurer Tom Lenard seconded. The Board then adopted Resolution No. 2026-004 to submit the John Taylor Memorial Park application on a separate motion; both motions passed by roll call votes of 6–0 (Trustee DiAnne Warfield absent).
The applications are due April 1 and grant awards will be determined by the DNR Trust Fund Board. Township memos filed with the Board state that adoption of the resolutions is required by the DNR application process and that, if awarded, the township intends to provide the pledged matching funds in future fiscal years (the memos identify the match as $400,000 for each project and list the Capital Improvement Program and Parks Master Plan as supporting documents).
Next steps: the township staff will submit both applications by the April 1 deadline and, if either is awarded, bring project contracts and funding plans back to the Board for implementation authorization and budget adjustments.
