Inglewood Unified: Measure GG exhausted, Measure I funds projects including Inglewood High; board to review GMPs

District staff presented a facilities financing update that summarized the district's main construction funds and the current status of voter-approved bonds. "In total, we've had right around $420,000,000 for our facilities program," Chair Jordan Miles said while introducing the slides, and staff later noted total balances including interest of about $441,000,000.
Why it matters: The committee heard that Measure GG (2012) produced about $94.7 million including interest and that those funds have been fully expended on projects such as Morningside/Inglewood High United upgrades, Oak Street and Payne School work and Woodworth Monroe modernization. Measure I (2020), a roughly $240 million bond, has generated about $250.5 million in revenue to date and the district reported that about 28.6% of those funds have been spent; the remainder has been appropriated for projects in design or construction.
Inglewood High School and project sequencing: Staff described the Inglewood High School reconstruction as the largest Measure I project — "53 new classrooms, 2 CT pathway buildings, student commons, admin buildings, brand new cafeteria" — with an overall construction budget staff cited at roughly $232 million and a target completion of December 2027 (district staff said students are not expected to move in until 2028). Staff said the EIR final report is planned for the board on Feb. 18 and that demolition could begin shortly thereafter, "barring any sort of challenge to the EIR," and that the project will be delivered in phased GMP packages through a lease‑leaseback delivery with Balfour Beatty.
Budget outlook and contingencies: Staff projected about $20.8 million in additional revenue from developer fees, site sales and other sources through 2029, producing about $268.7 million of available funding for facilities projects through June 2029 after accounting for projected expenditures. Staff cautioned these projections can change if bid results diverge from estimates; they said the district retains a small projected reserve (about $3.7 million) but will monitor bids and costs closely.
Committee follow up and procurement steps: Committee members asked for clarity on phasing, CTE program planning and how the master plan aligns with projects already underway. Staff said designs were shared with master‑plan consultants to avoid rework, described GMP timing (first major GMP to the board in March; remaining packages by June/August) and said the board will receive guaranteed maximum price packages for approval before awarding construction contracts.
Closing: Staff said all projects have funding appropriated and will return with detailed GMP and bid information as procurement advances.
