Harrison Township trustees approve $947,020.79 in bills, set $10,000 legal budget and OK Waterfront Park agreement

Supervisor Kenneth Verkest presided over the Harrison Township Board of Trustees meeting on June 9, 2025, where trustees approved $947,020.79 in bills, set a $10,000 legal budget for assessment appeals, and approved a Waterfront Park use agreement with Harbour Pointe Condominiums.
The board recorded attendance and then approved the Consent Agenda, which included bills totaling $947,020.79. Trustee Brian Batkins moved to approve the Consent Agenda with Trustee David Bratto seconding; the motion was recorded as carried. The board separately approved the May 27, 2025 meeting minutes and again recorded approval of the bills in the same amount.
Supervisor Kenneth Verkest said construction at Waterfront Park is progressing and that the park gates are slated to open Monday, June 16. He also announced free summer concerts scheduled for June 26, July 24 and Aug. 28, a Hummingbirds & Orioles class on July 26 through the Township Beautification Commission and that the Summer Shuttle is operating through the last full weekend in September.
On legal expenses, Verkest reported the board had previously approved a legal expense budget of $10,000 for assessing matters; an invoice paid this year reduced the remaining budget to $740. Verkest said the Court of Appeals cases are awaiting oral arguments likely to be scheduled in August or September and that the township attorney predicts less than $5,000 in expenses between now and then. The board approved a $10,000 budget for representation by Hallahan and Associates for classification appeals and Michigan Tax Tribunal (MTT) representation; Trustee Brian Batkins moved the motion and Trustee David Bratto seconded it.
The board also approved an agreement allowing Harbour Pointe Condominiums to use half of the Waterfront Park parking lot after Sept. 1 to dewater silt bags in exchange for $2,500, subject to review by the township attorney. The Supervisor explained the work addressed shoaling in Harbour Pointe’s marina and that a similar approach had been used previously while the park was closed during construction; the board approved the agreement on a motion by Clerk Adam Wit, seconded by Trustee Liza Brown.
During public comment, resident C. William Bardill spoke on several items and Trustee Brian Batkins asked about the Lakeshore/Archer SAD dredging project. The meeting was adjourned at 7:23 p.m. following a motion by Trustee Dean Olgiati and a second by Trustee Brian Batkins.
No vote tallies were recorded in the minutes beyond the notation “MOTION CARRIED.”
