Board approves director of educational services job description, appoints Heather Marshall

The job description passed on a 6-1 vote after trustees asked whether the role—s language, which "strongly prefers" elementary experience, could limit future recruitment.
Deputy Superintendent Gabe Simon and Assistant Superintendent Bob Eckhart told trustees the position will oversee instructional programs, English learner services, assessment systems and federal and state program compliance, and will help implement the district's Local Control and Accountability Plan. Eckhart described the role as focused on operational implementation at school sites and said it will support both elementary and secondary needs.
Trustee questions centered on whether the position is budget-neutral and on the wording that emphasizes elementary experience. Trustee (Speaker 13) pressed for clarity about whether the job is supplanting an existing role or a new hire; administrators said the request is intended to be budget-neutral by converting the former position.
Eckhart recommended Heather Marshall, whom he called a long-time district administrator "highly respected by her peers," and the board voted 7-0 to appoint her to the role.
The appointment follows wider discussion earlier in the meeting about the district's staffing priorities and fiscal transparency; one persistent theme from public commenters and the teachers' union was concern about adding district-office roles while classroom teachers face cuts. The board approved the job description and the appointment in separate votes; the job description passed 6-1 and the appointment passed 7-0.
The board recorded that the job description will be updated with the approved date before it is posted and that future revisions are possible if district needs change.
