Antioch Unified board narrowly approves trustee stipend increase under AB 1390, 4-1

The Antioch Unified School District board voted on Jan. 28 to adopt a resolution increasing trustee compensation authorized by AB 1390, passing the measure on a 4-1 roll-call vote.
Trustee debate centered on fiscal timing and representation. One trustee said the total cost of the increase "is 0.05% of the general fund budget," and argued raising the stipend helps broaden access to board service for people who cannot otherwise afford the time and expense. "It's really just about making sure that we're continuing to retain and support great people," the trustee said.
Trustee Rocha said she would vote no on the compensation item. "Under the circumstances of our budget, I do not believe that this is the right thing to do at this time," she said.
The roll call recorded: Trustee Brown: Yes; Trustee Hernandez: Yes; Trustee Rocha: No; Vice President Cobo Smith: Yes; President Doctor Lathan: Yes. The board clerk announced the motion passed.
Board members noted the stipend is fixed under the new legislation and that the increase is intended to make school governance more accessible to working-class and younger candidates. The board also acknowledged public concerns about fiscal priorities and said the action would not preclude continuing work on the districts budget-reduction planning.
Next steps: staff will implement the compensation adjustment per state law and the adopted resolution.
