Harrison Township trustees reject developer's request for Attainable Housing District on Old Shook Road

Harrison Township Board of Trustees on Aug. 11, 2025 voted to reject a request from G4 Limited Housing Development Authority, LLC to designate two Old Shook Road parcels as an Attainable Housing District, a tax-exemption mechanism under the Attainable Housing Facilities Act (Attainable Housing Exemption), 2022 PA 236.
The hearing was opened at 7:06 p.m. The proposal covered parcels 11-25-327-025 and 11-25-327-026 (commonly 24629 and 24645 Old Shook) for proposed duplexes. The Attainable Housing Exemption authorizes a local governmental unit to grant an Attainable Housing Exemption Certificate (AHEC) that can exempt qualifying rental housing of up to four units from ad valorem real property taxes for a term of one to 12 years, as determined locally.
Gina Hensley, representing G4 Development, presented the company's request and answered resident questions. Two residents, C. William Bardill and Jim Senstock, spoke against the proposal; Daryl Gapshes of G4 Development also addressed the board on project details. The board closed the public hearing at 7:22 p.m.
Treasurer Lawrence Tomenello moved to reject the request; Trustee David Bratto seconded the motion, which the board carried. The meeting record states only that the motion carried; no roll-call vote totals for the rejection were provided in the minutes.
