The board approved multiple intergovernmental agreements April 9 with municipalities for 2026 seal/cape-seal work, authorizing county highway to perform work paid by the cities and charging engineering fees; motions for Resolutions 26-05, 26-06, 26-08, 26-10 and 26-11 carried by roll call.
The LaSalle County Board on April 9 approved a series of intergovernmental agreements to include municipal streets in the county’s 2026 seal and cape-seal programs.
County Highway staff (presenter) described each agreement and the municipal cost shares: the presenter said one seal-coat job would be roughly $3,500 with a $200 engineering fee; a Cape Seal project for about a mile was described at roughly $55,000 with a $3,300 engineering fee; Mendota’s Cape Seal job was cited at about $94,000 with a $5,600 engineering fee; Sheridan’s work was described at roughly $31,000 with a $1,800 engineering fee; and Ransom’s half-mile Cape Seal was cited at about $33,000 with a $2,000 engineering fee. The board approved Resolutions 26-05, 26-06, 26-08, 26-10 and 26-11 by roll call as presented.
County staff said municipalities would appropriate funds to pay their portions and reimburse the county for engineering services. The agreements reference the county’s authority under Article VII of the Illinois Constitution and the Intergovernmental Cooperation Act (5 ILCS 220/1).
All approvals were recorded by roll-call votes in the meeting minutes.
