Planning commission forwards Paccaro rezoning to Township Board

On Aug. 21, 2025, the Harrison Township Planning Commission voted to forward Case #10-25-RZ — Paccaro Building Company’s request to rezone two parcels at South River Road and Hazel Street from General Commercial (GC) to R1-B Single-Family Residential — to the Harrison Township Board with a recommendation of approval.
Township Planner Adam Young reopened the public hearing after the applicant amended its request. Young said the applicant originally sought multiple-family residential zoning in April and had been recommended for denial by the commission; the applicant then changed its request to R1-B. The two combined parcels total 1.13 acres, and the applicant provided a schematic showing how the property could be recombined and split into three lots.
Miranda Spaccarotelli, chief operating officer of Paccaro Building Company, told the commission the company "would be willing to sign a provision that limits them to just being able to construct single-family homes, as well as limit their ability to request any further rezonings once this one is approved." Township Planner Adam Young cautioned that the township should not "handcuff the property owner of their ability to do things that their neighbors, if zoned R1-B, would have the ability to do." Chair Carol Murray noted that a letter from Fire Marshal Shackett had "no objections," and Ken Baker, AICUZ program manager at SANGB, confirmed he had provided a compatibility-recommendation letter.
Commissioners reviewed the seven rezoning-review standards described by staff (consistency with the Master Plan; site compatibility; economic return under current zoning; compatibility with surrounding uses; capacity of utilities and services; street-system capacity; demand for the proposed uses). After deliberation, Commissioner Tim Duncan moved, with Commissioner Danielle Devlin supporting, to forward Case #10-25-RZ to the Township Board with a recommendation of approval for rezoning from GC to R1-B; the motion carried.
The commission’s action is a recommendation; the Township Board will make the final decision on the rezoning request.
