Harrison Township board narrows cannabis site caps and grants one business a conditional appeal

On Sept. 22, 2025, the Harrison Township Board of Trustees voted to amend local limits on marihuana facilities and granted a conditional appeal for a local permit holder.
The board adopted a resolution modifying Chapter 22 of the township code to authorize 23 Grow Facility/Processor locations, one Safety Compliance Facility and one Secure Transporter location. Treasurer Lawrence Tomenello moved the resolution and Trustee David Bratto seconded it; the roll call vote recorded AYES from Supervisor Kenneth Verkest, Clerk Adam Wit, Treasurer Lawrence Tomenello, Trustees David Bratto, Liza Brown and Dean Olgiati; Brian Batkins was excused. The resolution updates prior limits and notes that the total number of grow/processor locations had previously fallen to 22 after two facilities withdrew or failed to renew.
Clerk Adam Wit explained the change responds to a grower/processor seeking an additional licensed location in the industrial park to handle packaging and processing, while the net effect reduces the total number of facilities in the park by one and allows an existing business to consolidate and improve operations.
Separately, the board heard an appeal from a permit holder identified in the record as Pac-Man 222. The Clerk reported that local annual permit renewals require use-and-occupancy inspections by the Building and Fire Departments and that Pac-Man 222 did not schedule the required inspection before its prior permit expired despite multiple notifications. According to the appeal letter described to the board, the permittee said it confused the required use-and-occupancy inspection with separate construction-related inspections. The board approved the appeal on the condition that Pac-Man 222 schedule and pass the required use-and-occupancy inspection within 14 days.
The resolution cites the township's Chapter 22 and references state law under the Michigan Marihuana Facilities Licensing Act and related local ordinance amendments (Ordinance 397) as the authority for setting and amending location limits. The meeting record shows the board adopted the resolution and carried the appeal motion at the Sept. 22 session.
What happens next: the township will allow the additional processor location under the amended cap if all licensing and inspection requirements are met, and Pac-Man 222 must complete the use-and-occupancy inspection within the 14-day condition to retain or renew its local permit.
