Harrison Township trustees adopt county hazard mitigation plan, back marina bottomlands conveyance and approve $1.24M in bills and contracts

At its Oct. 27, 2025 meeting, the Charter Township of Harrison Board of Trustees adopted the Macomb County 2025—2030 Hazard Mitigation Plan, approved local resolutions supporting a marina bottomlands conveyance and a package of purchases and contracts, and approved bills totaling $1,237,614.45.
Trustee Brian Batkins moved and Trustee David Bratto seconded adoption of the Macomb County Hazard Mitigation Plan, which the minutes record as reviewed and approved by FEMA; Chief Bostater had reviewed the plan and recommended approval. The Board voted unanimously to adopt the plan, a step the minutes say is required by the federal Disaster Mitigation Act of 2000 to maintain eligibility for certain mitigation grants.
The Board also voted unanimously to adopt a resolution supporting conveyance of Great Lakes bottomlands at 36360 Jefferson to Beacon Cove Harbor Inc. The minutes state the existing state lease for the marina bottomlands is expiring; the state will allow a new 25-year lease with an option for an additional 25 years and requires a resolution of municipal support. The conveyed parcel is described in the resolution as roughly 19.65 acres.
In other business, the Board approved the Consent Agenda including bills totaling $1,237,614.45. The Clerk's Office received approval to replace its postage meter with a Pitney Bowes SendPro C at a purchase cost of $5,080.86 with a reduced quarterly meter rental fee of $135.75 and an annual maintenance fee of $373.60. The Board also approved a one-year garden maintenance contract with Lucia Landscaping for $15,028.25, subject to attorney modification and insurance verification. The Board approved hiring part-time shuttle driver Anthony Pacifico pending a drug screen at a rate of $17.57 per hour.
Resident C. William Bardill spoke during public comment; the minutes record his participation but provide no detail about the substance of his remarks. The meeting adjourned at 8:11 p.m.
