Beardstown City Council approves four TIF grants, backs ITEP bike‑path application; union pact tabled

The Beardstown City Council on Sept. 17, 2024, approved four tax‑increment financing (TIF) grant applications totaling $88,998.98 and adopted a resolution supporting an Illinois Transportation Enhancement Program (ITEP) grant application for a proposed bike path, while tabling a tentative agreement with IAFF Local 3155 representing the city’s fire and ambulance personnel.
Alderperson Dawn Seward moved to adopt a resolution “in support for the Application for Illinois Transportation Enhancement Program Grant (ITEP) Funds for Construction and Associated Engineering for Bike Path,” and Alderperson Mary Davis seconded; the resolution passed by a 7–0 roll call vote. The council recorded Yeas from Alderpersons Lisa Buhlig, Ron Culves, Mary Davis, Eric Harbin, Keith Schramm, Dawn Seward and Shawn Taylor.
The council also approved four TIF grant applications by separate motions. Alderperson Eric Harbin, seconded by Alderperson Lisa Buhlig, secured approval for a Beardstown E&M Electric TIF request not to exceed $10,323.98. Alderperson Ron Culves moved, seconded by Alderperson Eric Harbin, to approve a TIF request from Mary B. Tillitt‑Pratt d/b/a Beardstown Plaza for 25 Plaza Drive not to exceed $36,750.00, and Alderperson Harbin later moved, seconded by Alderperson Shawn Taylor, to approve a second Tillitt‑Pratt request for 21 Plaza Drive not to exceed $36,750.00. Alderperson Dawn Seward moved, seconded by Alderperson Eric Harbin, to approve a TIF request for Marilyn Pilger d/b/a 4 All Seasons Flowers & Gifts not to exceed $5,175.00. Each TIF motion passed by 7–0 roll call vote; the individual approved amounts sum to $88,998.98.
The council handled routine business before the votes. Alderperson Seward moved, seconded by Alderperson Mary Davis, to dispense with reading the minutes from the Sept. 3, 2024 meeting and approve them as published; that motion passed unanimously by voice vote. Under the Omnibus Vote Designation, Alderperson Eric Harbin moved, seconded by Alderperson Shawn Taylor, that the routine reports be approved and filed; that consent‑agenda motion passed unanimously by roll call.
City Clerk Brian Ruch presented monthly and year‑to‑date cash figures: August cash receipts of $1,230,881.80 and disbursements of $1,375,654.25; May 1–April totals reported as receipts $5,839,162.99 and disbursements $4,841,499.58. The treasurer reported August balances including General Fund $3,180,592.49, Special Revenue Funds $4,197,643.63, Bond Sinking Funds $599,988.00, ARPA grant $746,207.50 and other funds. Reported overtime and part‑time pay for August 2024 included Ambulance $21,667.06; Fire $1,285.85; Police $11,457.70; and Public Works/Cemetery/City Hall $16,652.12.
A motion to approve a tentative agreement between the City of Beardstown and IAFF Local 3155 (representing Fire and Ambulance employees) was made by Alderperson Dawn Seward and seconded by Alderperson Mary Davis; the council tabled that item by recorded vote (7–0), leaving the tentative agreement for further consideration.
The council adjourned at 8:05 p.m. The minutes list attendance with Mayor Tim Harris and City Clerk Brian Ruch present. The minutes were submitted with the signature block reading “Submitted by, B‑2 Pach, City Clerk” as written in the official minutes.
