Maywood board approves $2.5 million warrant list, discusses 2015 bond technical noncompliance and large vendor payments

At its July 14 meeting the Maywood Board of Trustees approved Warrant List No. 200495 for $2,497,812.22 and reviewed an Open Invoices Report totaling $528,214.29.
Village Attorney Michael Jurusik told trustees the Village may be in technical noncompliance relative to the General Obligation, Corporate Purpose Refunding Bonds, Series 2015, and recommended posting a letter of credit to satisfy the Tax Escrow Agreement. Mayor Edwenna Perkins proposed tabling the item to gather additional information; a motion to table died for lack of a second, and Jurusik said he would return with confirming information about bond payments at a future meeting.
The board approved an omnibus set of vendor payments (items A–R) that included large line items recorded in the minutes: Blue Cross Blue Shield health insurance premiums for June and July 2020 ($575,107.02), City of Chicago water services for April 16–May 18, 2020 ($328,665.15), and other routine vendor payments for waste, janitorial services, roadwork and water system improvements. Item P — a statement for legal services relating to general matters — failed on an initial vote when three trustees voted against it and three in favor; subsequently the board voted to remove a portion of the charge and approved the adjusted bill.
Trustees also approved payments and contracts for the 2019 Roadway Improvements Project ($53,789.51), Unique Plumbing Company for water-main improvements ($165,905.63), and other public-works and insurance obligations noted on the omnibus agenda. Manager Willie Norfleet Jr. and Finance Director Lanya Satchell presented the financial items.
No formal change to village bond covenants or immediate remedial action was recorded; Jurusik was directed to provide confirmation of payment status and next steps at a future board meeting. The board also recorded standard approvals for prior-meeting minutes and routine bills.
Next steps: Jurusik will return with documentation to clarify the Series 2015 bond payment status, and staff will continue processing approved vendor payments.
