Lake Odessa council unanimously adopts package of resolutions, schedules manager interviews

The Lake Odessa Village Council unanimously adopted a bundle of resolutions and an ordinance at its Dec. 15 regular meeting and scheduled second-round interviews for two finalists for village manager.
Village President Karen Banks opened the meeting at 7:00 p.m. and the council approved the agenda before moving through routine business, including approval of prior meeting minutes and consent items.
On substantive matters, the council voted 7-0 to adopt Resolution 2025-42 to retain the current employee health insurance plan for fiscal year 2026–27 and Resolution 2025-43 establishing a cost-of-living wage adjustment for fiscal year 2026–27. Both measures were approved on roll-call votes with all seven members voting yes.
The council also approved a contract recommendation in Resolution 2025-44 to hire RS Technical Services for maintenance work in the water plant chemical feed room, and adopted Resolution 2025-45 to replace the village's virtual private network (VPN). Councilors voted unanimously to adopt Resolution 2025-46, approving the appointment list for various village posts, boards and commissions, and Resolution 2025-47, which authorizes purchase, acquisition and construction of capital improvements and directs publication of a notice of intent to issue municipal securities.
On zoning terminology, the council adopted Ordinance 2025-13 to amend sections of the Code of Ordinances to change references from “mobile homes” to “manufactured homes.” The ordinance passed 7-0.
After approving the 2026 schedule of regular meetings (Resolution 2025-48), councilors voted to invite two finalists, Patti Caudill and Mark Borden, to meet with department heads and return for second interviews with the council on Tuesday, Jan. 6, 2026, with Thursday, Jan. 8, 2026 listed as an alternate date.
During trustee comments, Village President Karen Banks thanked the Department of Public Works for work on a beach mural and thanked staff and residents for their participation; trustees also exchanged holiday greetings.
In public comment, Beth Barrone urged action on sidewalk entrances that were not cleared and highlighted concerns about handicapped parking downtown. Brad Barrone noted he would post fire facility updates to the Odessa Township website. The meeting adjourned at 8:09 p.m.
What happens next: The council has scheduled candidate meetings and second interviews for Jan. 6 (alternate Jan. 8) and will proceed with any required follow-up on capital projects and appointments as recorded in the adopted resolutions.
