Chelsea board previews Aug. ballot language for millage and hears food‑service contract update

At its April meeting the Chelsea School District Board heard informational presentations on two tax measures planned for the Aug. 4 ballot and reviewed a proposed food‑service contract renewal.
Superintendent Kapilpa told the board the operating millage would be a renewal and the sinking fund would be a replacement; he said updated language in the Michigan Revised School Code allows replacement sinking funds to be used for transportation purchases, including buses. "The operating millage is a renewal. The sinking fund is a replacement," Kapilpa said. He emphasized the draft language would be revised before the board considers a formal resolution at the first May meeting.
Board members questioned historical sinking fund spending and fleet‑purchase cadence. In response, the superintendent said the sinking fund averaged about $330,000 annually and estimated that the district replaces roughly 1.5 to 2 buses per year. During a question, a board member estimated that translating the average into bus purchasing equated to roughly $450,000 per year in transportation‑related spending.
On food service, the superintendent previewed a recommended renewal of the district's meal service contract with Chartwells. He said the packet lists an "equivalent deal factor" of $5.14 per meal and noted this represents about a 2.5 percent increase from the district’s prior contract; the item was presented as a first reading with formal action expected in May. "Chris Simpson's direction as our food service director has been phenomenal," Kapilpa said in recommending the vendor move forward to the next meeting for consideration.
Superintendent Kapilpa also described a letter of agreement to move the superintendent evaluation deadline from May 15 to June 15 so that the evaluation can include more complete academic data; the letter changes timing but does not otherwise alter the evaluation process.
The board did not take a vote on ballot placement at the meeting; Kapilpa said final ballot language and a board resolution will return for consideration at the board's May meeting.
