Council awards $8.8 million contract for Highway 5/County Road 11 reconstruction

Garen presented the project budget and funding mix, stating that "the overall project costs for these improvements is now 12,400,000.0." She said the project will be paid with a combination of Met Council regional solicitation funds (federal), Transportation Economic Development (TED) and Local Priority Project (LPP) funds, Carver County contributions, and approximately $2.6 million in City of Victoria funds from state aid and utility reserves. Garen also said the city negotiated to apply federal funds to a portion of the Steiger Lake Lane work to reduce local costs.
Bids opened last Thursday produced a single bid: Minger Construction at $8,800,000, about 1.6% above the engineer's estimate. Garen told the council the contractor is already working on the nearby Highway 11 North project and that coordinating schedules should help traffic restoration.
Council members asked about traffic impacts and timing. Garen said staging will prioritize completing north‑side work first and that a full closure of Highway 5 at the intersection is likely once staging requires it; the current timeframe being communicated is late August through November, with a refined schedule to follow after contracts are executed.
Council approved the resolution to award the contract by voice vote. Next steps are execution of the contract, final schedule submittal by the contractor, and public notifications (advanced signage, county distribution lists, and city social media).
