Council approves ordinance abandoning small remainder parcels along Gateway Boulevard, retains utility easements

The Hurricane City Council voted to adopt Ordinance 2026‑06 to abandon small remainder parcels created by the realignment of Sand Hollow Road and Gateway Boulevard while preserving public‑utility easements necessary for municipal infrastructure.

Arthur, a staff presenter, explained that property owners through the Gateway at Sand Hollow PID dedicated right of way as part of road realignment and are now asking to return the small, leftover parcels to the adjacent owners. Arthur told the council staff’s recommendation was to abandon the public right of way but to retain any areas necessary for public utilities as recorded easements. The staff packet, as presented, lists the combined acreage of the five pieces as about 3.201 acres.

Council members asked clarifying questions about parcel boundaries, whether any strips would become landlocked, and how deed documents will be recorded. Staff said engineering and deed work would follow the ordinance and titles would be corrected to reflect the intended recipients. A motion to approve the ordinance included explicit language to retain necessary utility easements.

The council passed the ordinance by roll call. The mayor directed staff to work with engineering to finalize deed documents and ensure easements are properly recorded on the final plat. Staff will publish the adopted ordinance and modified plat information on the city website once the deeds are completed.

No public speakers offered comment during the hearing. The ordinance applies only to the specific remainder parcels described in the council packet; staff said further title work will confirm parcel recipients before deeds are recorded.
