Victoria workshop details pond-maintenance plan after 2024 MS4 self-audit

The Victoria City Council convened a workshop to receive an update on the city's municipal separate storm sewer system (MS4) and a proposed pond maintenance program. Mayor (speaker S1) opened the meeting and introduced Assistant City Engineer Amanda Meyer, who reviewed the city's MS4 responsibilities under the National Pollutant Discharge Elimination System (NPDES) stormwater permit administered by the Minnesota Pollution Control Agency and summarized a 2024 self-audit conducted with consultant WSB.
Amanda Meyer said the self-audit showed the city is generally meeting permit obligations across the six required minimum control measures but identified documentation of program activities as a primary focus area. "The city completed a self audit in 2024 of the program," Meyer said, adding that staff will seek more efficient ways to store and locate documentation required under each MCM.
WSB consultant Laura Rescorla described the SWAMP (stormwater asset management) approach the city uses to score ponds and prioritize work. She said Victoria has "over 90 ponds," and WSB conducted bathymetric surveys of 20 ponds in 2024, mostly those with lower SWAMP scores, to estimate sediment removal needs and inform a multi-year maintenance schedule. "We surveyed 20 ponds throughout the city," Rescorla said, and the SWAMP scores help identify which basins are likely to need maintenance soonest.
Rescorla said the firm has drafted a five-year pond maintenance plan and expects to include two ponds in maintenance work this coming winter. The presentation included estimated maintenance costs for prioritized sites; the mayor noted a maintenance estimate of about $34,000 to service pond P13. "In order to maintain that P13 pond, we can expect to spend about $34,000," the mayor observed during the discussion.
Technical distinctions between wet ponds and filtration or infiltration basins were highlighted for council and residents: wet ponds hold a permanent pool and retain pollutants, whereas filtration basins use soil or engineered media and often appear dry between rain events while still treating stormwater. Rescorla emphasized that filtration media have a replacement lifecycle that varies widely in practice (estimates discussed ranged from about five to 20 years), and that many basins tested still showed useful pollutant removal performance past early replacement estimates.
Staff addressed inspection and reporting processes: public works inspects ponds on a roughly five-year cycle and documents observable conditions (sediment at inlets/outlets, emergent vegetation, damaged infrastructure). The survey work adds technical bathymetric data to that inspection record. Public works staff asked residents to contact the stormwater team (Brady and colleagues) if they want a site inspected sooner.
Council members raised coordination questions. One council member asked whether the pond-priority list accounts for near-term Highway 5 construction so the city would avoid dredging a pond that would soon be re-silted by nearby construction; staff agreed to review priority lists for potential conflicts with construction schedules. Another council member asked staff to provide cost comparisons for different maintenance outcomes and aesthetic treatments (for example, a prairie planting versus other designs) so the council can weigh spending choices when basins come up for work.
City Manager Dana Hardy confirmed the maintenance work has been planned in the capital improvement plan and that the city has begun building a stormwater maintenance fund and staffing the program to carry out proactive maintenance and any future dredging or repairs. "We have been planning for this in our CIP and our stormwater management plan for a number of years," Hardy said.
No formal action was required or taken on the MS4 item at the workshop. The council recorded a motion to adjourn, which carried by voice vote. The workshop adjourned with staff directed to follow up with cost estimates and to check potential scheduling conflicts with construction projects.
The council requested that staff return with specific cost estimates and visuals for how maintenance projects could look so members can decide whether to allocate additional funds for aesthetics or stick to standard rehabilitation approaches.
