Energy Commission reports lower bids for town hall weatherization; co-op match to be confirmed

The Plymouth Energy Commission told the Select Board it has received multiple bids to perform weatherization work at town hall after completing an energy audit, and it will ask the towns electric co-op to confirm whether the previously offered 62% incentive would apply to the lower bids.
Grace (Energy Commission) said a bid from Northeast Air Ceiling totaled roughly $68,000, while Newell Craven submitted a bid of about $46,000. Yankee Thermal provided two alternative bids (approximately $39,000 and $43,000). One additional bid (Quality Insulation) was still pending. The board previously approved a $75,000 appropriation for the work at town meeting.
Energy Commission members recommended the commission return to the Select Board with a recommended contractor and explained the co-ops potential 62% match makes the lower bids more attractive. Board members asked staff to confirm the co-ops willingness to honor the incentive for the selected contractor and to check lead times so work can be scheduled after the July 1 start date in a way that minimizes disruption. Members also raised concerns about spray-foam installation timelines and building-occupancy restrictions and asked the commission to consider scheduling (for example, during holiday weeks) to allow off-gassing and safe re-entry.
The board asked the Energy Commission to bring a recommendation and the bid packet to the next Select Board meeting so the board can consider a purchase order and a possible letter of intent.
