Altus trustees and council approve retiree HRA, wastewater UV purchase and join opioid settlement

The Alta Municipal Authority and the Altus City Council met in a joint session and approved several administrative and capital items, including formal steps to implement a retiree Health Reimbursement Arrangement (HRA), the purchase of a UV disinfection system for the Southeast Wastewater Treatment Plant, and participation in a national opioid settlement.
Jan Neufeld, the city’s chief financial officer, told the board that council had previously voted in February to establish the HRA and presented the administrative services agreement with Bridal Benefits Incorporated and a Business Associate Agreement (HIPAA/BAA) "that we need to move it on down the road," which members approved and authorized the city manager to sign related documents.
Operations Director Chris Bridal recommended purchasing a Trojan UV 3000-plus disinfection system from Trojan Technologies for the Southeast Wastewater Treatment Plant, not to exceed $325,700 from the capital improvement fund. Bridal said the system meets a requirement from the Oklahoma Department of Environmental Quality and is the final step in the plant’s disinfection process: "This basically just kills bugs that DEQ doesn't really want us killing chemically. So, it's a clean method." Council approved the purchase by motion and unanimous vote.
Council also declared the existing UltraTech UV system surplus and authorized disposal by legal means.
On legal and recovery matters, council approved a resolution authorizing the city to participate in a remnant-defendant settlement in the national opioid litigation and empowered the mayor or city manager to execute required participation and release documents. A staff member described the action as joining another settlement to seek additional opioid-related funds for spending on local efforts to combat the problem.
