City planner Brian McCann reviewed the project, noting it includes two outlots (one adjacent to the municipal parking lot), a private garage with 20 underground stalls, and a total of 83 proposed stalls with 44 public stalls remaining. The applicant will mitigate removal of more than 20% of trees with a cash-in-lieu payment to the city's tree fund.
Council members raised concerns about tight parking layouts, future flexibility for Outlot B, and staging during construction. One developer representative said the project design had been planned to allow future addition of a parking structure; council and staff agreed they would preserve flexibility in the reciprocal easement language. The council approved the final plat and the reciprocal easement motion with stated direction to staff/attorney to accommodate future adjustments for city needs.
