The City Council approved the final plat for the Victoria Gateway commercial development, which includes Lot 1 (site of a combined bank and coffee drive-through) and Lot 2 (a proposed three-story medical office building) on a roughly 4.13-acre parcel adjacent to Highway 5.
City planner Brian McCann told the council the plat includes two outlots to be dedicated for wetland preservation, that the project meets the city's parking requirement (136 stalls proposed where 135 required collectively), and that minor wetland impacts will be addressed through the Minnehaha Creek Watershed District review. He said the project is expected to pay a cash-in-lieu parkland dedication (about $21,000) because the site does not provide on-site trails.
Developer Ryan Seiler said the bank would likely be constructed first if phases do not align and that construction timing will be coordinated with the Highway 5 reconstruction; "in a perfect world, they're completed at the same time," Seiler said. Council approved the final plat by voice vote; staff noted later development agreements and permits will specify timing and staging.
