Metropolitan Council briefs Victoria on Imagine 2050 forecasts and planning tools

Representatives from the Metropolitan Council addressed the City of Victoria on Oct. 13 to walk through system statements and technical tools that feed into the region’s Imagine 2050 regional development guide and the city’s upcoming 2050 comprehensive‑plan update.
City staff introduced the Met Council team, and Deb Barber (Metropolitan Council district representative and interim chair) provided historical context about the council’s statutory role in coordinating wastewater, transit, regional parks and housing resources. Barber said system statements are individualized reports that help cities determine consistency with regional policies and guide the comprehensive‑plan review process.
Mackenzie Young Walters (Metropolitan Council staff) outlined the regional forecast process and the specific numbers for Victoria: "About an extra 6,700 people are projected to be added to the city" between 2030 and 2050, Young Walters said. The Met Council has adjusted its suburban‑edge density policy to a target of 3.5 units per acre (from an earlier proposed 4 units per acre) after stakeholder feedback, and staff provided tools to model greenhouse‑gas emissions, water‑resources sections, and natural‑resource maps to meet statutory minimums.
The Met Council stressed that the system statements and the local planning handbook are intended to reduce the data burden on small staffs by providing templates, shapefiles and modeling tools. Young Walters demonstrated an interactive greenhouse‑gas slider and a downloadable natural‑resources GIS layer that communities can use to meet new plan requirements without building datasets from scratch. Barber emphasized the council’s technical assistance role and encouraged Victoria staff to use the portal resources as they prepare comp‑plan amendments.
Metropolitan Council staff also noted the procedural consequence of the system statements: once final they will start a three‑year clock for Victoria’s comprehensive‑plan update, and the council’s materials are designed to help cities comply with the statutory checklist and minimize duplicative data work.
