Committee adopts technical amendment to SB 189 on nonparticipating providers, moves bill 6–1

The Insurance and Financial Institutions committee approved a voice amendment to Senate Bill 189 that fixes effective-date language and adds a noncode emergency declaration, then voted the amended bill out of committee 6 to 1.
Mason, the committee’s attorney and parliamentarian, told members the amendment is largely technical and intended to conform the bill after a prior amendment changed major sections and their effective dates. “It would be just changing the effective date,” Mason said, describing the changes as conforming rather than substantive.
Chairman Baldwin called for the roll after a motion and second; the clerk’s roll call recorded six yes votes, one no (Senator Gaskell) and two members excused. The chair announced, “Bill moves the floor 6 to 1.”
Because the committee characterized the change as technical, there was no extended policy debate and no revision to substantive program language recorded in the committee. The bill will move to the full Senate for further consideration.
